What I-9 Form Filler does and how it behaves

The I-9 Form Filler turns information supplied by an employee and employer into a populated USCIS Form I-9 PDF. It organizes entries under the form's employee, preparer or translator, and employer sections so the resulting document can be reviewed as a complete form rather than as loose notes. Because Form I-9 contains sensitive identity and employment information, processing stays in the browser and nothing is uploaded. A generated PDF is not automatically a completed verification: required review, document examination, signatures, and retention remain separate responsibilities.

How the result is produced

1

Map entries to I-9 fields

Enter the information requested for the relevant parts of Form I-9, including the employee's identifying details and attestation and the employer's review and certification details. The filler places those values into their corresponding locations on the form. Fields that do not apply should be handled according to the official form instructions, not filled with invented information merely to remove blanks.

2

Generate and review the PDF

The tool produces a populated PDF that can be inspected before it enters the employer's records. Review names, dates, addresses, status selections, document details, and section ownership against the source information. The PDF reflects what was entered; it does not independently establish that an answer is accurate, that a document is acceptable, or that the correct person completed each section.

Good uses

  • Preparing Section 1 information in a legible PDF for a newly hired employee while keeping the employee's attestation distinct from the employer's certification.
  • Recording the employer's examination of presented identity and employment authorization documentation in the corresponding Section 2 fields before final review and signing.
  • Replacing a handwriting-based preparation process when an employer needs a consistently typed I-9 PDF for its employment records.

Limits and checks

  • Confirm that the form version generated by the tool is acceptable for use on the completion date. USCIS can revise Form I-9 and its instructions.
  • Do not treat a populated field as legal validation. The filler cannot determine whether an employee's attestation, supporting document, or employer conclusion is truthful or sufficient.
  • Check who supplied each answer. Employees, preparers or translators, and employers have different portions of the form, and transferring information into the wrong section can create an incomplete record.

Common questions

Does the filled PDF prove that an employee is authorized to work?

No. It records information used in the Form I-9 process, but the PDF itself does not grant employment authorization or verify a person's status. The employer must follow the current USCIS instructions for examining documentation and completing its portion. The employee must make the applicable attestation, and the completed record must be reviewed for omissions and inconsistencies.

Can I rely on the filler to choose which documents an employee should present?

No. The tool is for entering information into the form, not directing an employee toward particular documents or deciding whether a document combination is acceptable. Consult the current Form I-9 instructions and USCIS guidance. Employers should allow employees to choose among the permitted documentation options and should not use the generated PDF as a substitute for that guidance.
